The United States has announced a significant easing of sanctions on Syria, following the overthrow of President Bashar al-Assad.
This move aims to facilitate the provision of humanitarian aid and support the country’s reconstruction efforts. The US Treasury Department has issued a new general license, expanding the scope of allowed activities and transactions with Syria.
This license will enable the provision of essential services, including electricity, energy, water, and sanitation, to the Syrian people. Deputy Treasury Secretary Wally Adeyemo emphasized that the end of Assad’s “brutal and repressive rule” presents a unique opportunity for Syria to rebuild.
He assured that the Treasury Department will continue to support humanitarian assistance and responsible governance in Syria during this transitional period.
Allows for transactions to support the sale, supply, storage, and donation of energy to Syria, including petroleum, oil products, natural gas, and electricity to Enables the provision of humanitarian aid, including food, shelter, and medical care, to the Syrian people.
Supports the reconstruction of critical infrastructure, such as hospitals, schools, and roads, to facilitate the country’s recovery. While the eased sanctions mark a significant step forward, many restrictions remain in place. Sanctions on Assad and his associates, the Syrian government, and its central bank remain intact.
Transactions with blacklisted government agencies and officials are allowed only when furthering newly authorized transactions, and those on behalf of Russia and Iran remain banned. The Syrian transitional government has welcomed the eased sanctions, but has urged the US to lift all remaining restrictions to facilitate the country’s rapid recovery.
